The Health and Social Care Act sets out a number of changes to healthcare provision that will see local GPs take more control of budgets and make decisions about what services their local communities require.
Primary care trusts will cease to exist by April 2013 and the local clinical commissioning groups (CCGs) will become accountable for many of the functions and decisions they currently make. For the East Leicestershire area, the CCG will be called the ‘East Leicestershire and Rutland Clinical Commissioning Group'
East Leicestershire and Rutland Clinical Commissioning Group (ELR CCG) is a group of GPs from 34 practices in the south and east of Leicestershire and Rutland serving over 318,000 patients in Melton, Rutland, Market Harborough, Blaby District, Lutterworth, and Oadby and Wigston. This group will work together to improve the quality and delivery of services for patients and to reduce health inequalities across the area.
The changes will also see certain public health functions transfer into local authorities and the setting up of new Health and Wellbeing Boards which will facilitate communication between the local authorityand the CCG.
