Cluster Board

 

The Cluster Board is responsible for all of NHS Leicestershire County and Rutland's activities, and those of NHS Leicester City under clustering arrangements, and it provides the overall strategic direction. Although the two primary care trusts have joined forces, they remain legally separate organisations. The board's role is to direct and control both organisations in the public interest and is tasked with ensuring accountability to the public.

 

The board is made up of a part-time non-executive chairman, non-executive directors drawn from the local community and executive directors, headed by the chief executive.


Executive directors are appointed by the board and non-executive directors are appointed to the board by the Appointments Commission.

 

The main functions of the board are to:

 

  • establish strategic direction, aims and values
  • ensure accountability to the public
  • assure that NHS Leicestershire County and Rutland is managed with integrity
 
In order to ensure the strategy is delivered and that NHS Leicestershire County and Rutland achieves its aims, the board has to:
 
  • allocate resources and monitor organisational and executive performance
  • delegate operational matters to management
  • oversee senior management arrangements and appointments
  • understand and manage risks
